Commonwealth Home Support Programme (CHSP)

Funded by the Australian Government, the Commonwealth Home Support Programme (CHSP) provides a range of entry-level aged care services for older people who need assistance to keep living independently at home and in their community.

If you are generally able to manage but just need some help with daily tasks to continue living at home, CHSP services may be right for you.

These services might also be suitable if you have had a setback and need support for just a short period of time to help you get back on your feet.

The aim of the program is to help older people live as independently as possible – with a focus on working with you, rather than doing for you. It is about building on your strengths and abilities to help you remain living independently and safely at home.

The program is for peoples aged 65 years and over (50 years and over for Aboriginal and Torres Strait Islander people).

There are 5 steps in the pathway to accessing CHSP services:

  1. Call My Aged Care (1800 200 422 or go to myagedcare.gov.au).
  2. Have a home support assessment.
  3. Agree on a home support plan.
  4. Select service providers and work out your fees.
  5. Manage your services.

A Home Care Package is a coordinated package of care and services to help you to live independently in your home for as long as you can. Some people receive services through the Commonwealth Home Support Programme and are then assessed for a Home Care Package. Others will start with a Home Care Package.

The benefit of a Home Care Package is that your home care provider will work with you to:

  • Choose care and services that best meet your needs and goals; and
  • Manage your care and services.

There are four levels of Home Care Packages to help meet the different levels of care needs. During your aged care assessment, your assessor will discuss your current care needs and determine the best level to meet them.

The total amount of a Home Care Package is made up of:

  • the Australian Government pays (the subsidy); and
  • your contribution (the fees you may be asked to pay).

The Australian Government pays a different subsidy amount for each level of Home Care Package. This amount is paid to the home care provider you choose.

The Government subsidy for each package level is as follows:

2 Low-level care needs $15,250
3 Intermediate care needs $33,500
4 High-level care needs $50,750

* These figures are rounded. The maximum government contribution increases each year.

Your contribution could be made up of the following fees:

Basic Daily Fee

From 1 July 2019, the basic daily fee by Home Care Package level will be:

Income-Tested Care Fee

The income-tested care fee is an extra contribution that some people may be asked to pay because they can afford to do so, as determined through an income assessment. This fee is different for everyone. It’s based on individual income including your pension. However, full pensioners do not pay an income-tested care fee.

You could pay up to $15.12 per day, if you:

  • Are single earning over $27,284.40
  • Are a member of a couple living together earning over $21,158.80
  • Are a member of a couple living apart due to illness earning over $26,764.40

You could pay between $15.13 - $30.25 per day, if you:

  • Are single earning over $52,686.40
  • Are a member of a couple living together earning over $40,305.20
  • Are a member of a couple living apart due to illness earning over $52,166.40

Additional Fees

Any other amount you have agreed to pay for additional care and services that wouldn’t otherwise be covered by your Home Care package.

It is important to remember the care and services you receive as part of your Home Care Package must fit within your package budget, unless you make additional contributions.

Your Home Care Package funds should be used to purchase care and services that meet your care needs as assessed by the Aged Care Assessment Team (ACAT). If you have not already been assessed by an ACAT for a Home Care Package you (or your nominated representative) need to call My Aged Care on 1800 200 422.

Once you receive an assessment there are 5 steps in the pathway to assessing a Home Care package:

  1. Receive the outcome of your assessment (confirmation of your eligibility).
  2. Find home care providers and work out costs (make enquiries about services and costs).
  3. Be assigned a Home Care Package (confirmation of you unique package referral code).
  4. Enter into a Home Care Agreement (develop a care plan and agreement with your preferred provider).
  5. Manage your services (work with your provider to manage services if your needs change).
